The outfitters' lobby at one point seemed to have smooth sailing on a bill (HB-1188) that would grant river rafters the "right" to come ashore on private property, without the owner's permission. But the measure is hitting Class 4 whitewater in the senate, thanks to the compelling counter-arguments of property owners and property rights advocates.
